About the Position: his position is under the supervision of USSOUTHCOM Resources & Analysis Directorate Portfolio Management & Strategic Analysis Division.
- Incumbent is delegated responsibility for all procurement planning, operations, and procurement assessment functions.
- Serves as senior procurement advisor to the USSOUTHCOM Combatant Commander and senior staff on all aspects related to procurement and contracting planning and operations.
- The contractual efforts include coordinating procurement and award documents with higher headquarters contracting offices, various governmental organizations outside of the Department.
- Typical functions include the management, coordination, and monitoring of contracts and planning, evaluating, and maintaining technical surveillance over government operations required to support the program goals and objectives of assigned actions.
- Incumbent participates in operational planning with top management and key operating officials both inside the USSOUTHCOM headquarters.
- Develops and evaluates the development of performance criteria and requirements into sound/sufficient Performance Work Statements (PWS) and /or task order justifications for contractors to perform.
- Coordinates and works with subordinate organization f to ensure organizational objectives and information technology architecture requirements are reflected in the final contractual documents.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Basic Requirement for Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1101 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: (1) serving as a senior procurement advisor to an organization's leadership on all aspects of acquisition planning and operations, providing authoritative interpretations of contracting regulations and policies; (2) developing and executing Command-level procurement strategies, to include developing performance metrics and independently reviewing complex acquisition requirements for major programs; AND (3) providing technical guidance and training to junior procurement specialists and Contracting Officer Representatives (CORs) to resolve deficiencies and ensure mission objectives are met.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
